The Systems and Performance Measure Administrator serving as the IT Technical Lead and Subject Matter Expert (SME) ITG Governance for the division, will manage the administration of and make sound business decisions on all the Employee and Business Development Division's [EBD's) technology systems and define key performance measures to provide and develop efficient, effective, and innovative technology tools and data driven information to advance the division's goals and objectives Ensure the division is in line with new and current industry practice technology tools as related to systems, software, programs, reporting/metrics, and data govern a need to support and continuously improve delivery of the division's vision and mission, including the design and development of dashboards, reports, unit testing, support, integrating software to support the development and optimization of systems in order to transform the wide variety of the agency's data into meaningful information and insight Managing, creating, maintaining, and improving automated business and communication systems.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Manages and works alongside staff responsible for the administration of all the division's technology systems and performance measures to provide efficient, effective, and innovative technology tools and data driven information to advance the division's goals and objective.


  • Leads and works with staff in developing and managing system solutions and other data reporting mechanisms to help consolidate, reconfigure, and report data efficiently to meet the federal, state, and the agency's requirements and customers' needs. Develop and report on performance measures associated with progress against the division's strategic and operational plans, as well as the health and performance of the division's operations. Develop efficient systems for collecting information on performance.
  • Gather and analyze cross-functional performance data. Present statistical performance analysis and recommend solutions, Collaborate with division leaders to review 1trateg1C and operational performance to design solutions: that address gaps.
  • Acts as IT Technical Lead and SME ITG Governance for the division to be in line with new and current industry practice technology tools as related ta systems, software, programs, reporting/metrics, and data governance to support and continuously improve delivery of the division's vision and mission. Provides functional expertise to developers during the design and construction phases of projects; assists with the development and execution of comprehensive system test plans, conditions, test scripts, and test cases.


  • Manage all vendor owned systems' contracts and consistently evaluate systems' performance to determine functionality for the Learning Management System (ADOT's Learning and Development Center LDC), DBE, and OJTOnline Reporting System [DOORS), AZUTRACS, DBE Goal Setting Application, and other systems within the division.

Knowledge in:


  • Technical computer software
  • Database management.
  • Programming and database standards and conventions.
  • Business intelligence concepts, practices, procedures, and reporting tools.
  • Methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance. and software development.
  • Maintenance for metadata repository, and/or data dictionary, adding, modifying, or deleting data
  • Tableau Dashboard development for data analysis and visualization
  • Principles and techniques of automating procedures and functions Lean Sigma, Process Improvement and value stream mapping principles.
  • Contract Management process
  • Training/Learning and Development techniques.

Selective Preference(s):

Ideal candidate will have at least 3 years of systems administration experience OR a Bachelor's Degree in Computer Science or related and 3 years of any combination of training and experience which meet the knowledge, skills, and abilities.

training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
